PROBLEM TO BE SOLVED: To provide a method for forming an inorganic-based layer on a resin base, and to provide a structure having a combination of resin properties with inorganic properties and obtained by the method. SOLUTION: The structure is such that a 1st layer of silicon oxide is borne on a polymer base, and adhesion is retained between the 1st layer and the polymer base even after undergoing a cross cut tape peel test in accordance with JIS K5400, or the gasoline permeability determined by a cup test is 0-18.3 g/m<SP>2</SP>/day.
