PROBLEM TO BE SOLVED: To form a synthetic resin tube body take-up cylindrical pipe using a recovered and pelletized scrapped part inevitably generated in each process of forming, printing, inspection and bag making for the tube body for a bag body with respect to the cylindrical pipe for taking-up the tube body for a rice bag made by utilizing the scrap generated when forming the synthetic resin tube body and a method for manufacturing the same. SOLUTION: In the cylindrical pipe for taking-up the tube body for the rice bag made by utilizing a defective generated when forming the synthetic resin tube body, the scrap of the tube body for the bag body generated in the processes of forming the tube body for the bag body, printing on the formed tube body for the bag body, inspecting the printed tube body for the bag body and bag making for the inspected printed tube body is pelletized and made to be a forming material for the cylindrical body for taking-up the tube body for the rice bag by extrusion molding.
