PROBLEM TO BE SOLVED: To provide a sheet feeder capable of securely separating sheets one by one and feeding the separated sheets and to provide an image forming apparatus having the sheet feeder. SOLUTION: After the sheets loaded on a sheet loading means 4 are fed by a sheet feed means 2, the sheets are separated by a sheet separation part one by one and then fed. A second separation member 14 is installed on the upstream side of a first separation member 13 in the sheet feeding direction which is installed at the position of the sheet loading means 4 at a position opposed to the sheet feeding means 2, and the sheets are pre-separated from each other before the sheet fed by the sheet feeding means 2 reaches the sheet separation part by the association of the first separation member 13 with the second separation member 14.
