A change-over apparatus is suitable for improving the reliability of a duplex system. The change-over apparatus is associated with a duplex system which includes a pair of devices, i.e., a main device and a backup device. The change-over apparatus comprises a switch and a switching controller. The switching controller comprises a first monitor and a second monitor, each of which has a digital monitoring circuit for monitoring a signal associated with the duplex system from a digital signal aspect. Each of the monitors can also comprise an analog monitoring circuit for monitoring the signal from an analog signal aspect. A switching command circuit switches between the pair of devices based on signals from the first and second monitors.
