PROBLEM TO BE SOLVED: To record a video signal distributed by means of television broadcasting or the like to a recording medium such as a DVD with high image quality. SOLUTION: A video encoder detects a recordable capacity of a recording medium (such as a DVD). Then the video encoder applies compression processing to a video signal so that a compressed video signal for a main program time except an accumulated time of commercial message broadcast times in a period when the video signal to be recorded is broadcast is within the recordable capacity of the recording medium.
