PROBLEM TO BE SOLVED: To make a user promptly obtainable information required by the user and to achieve elimination of useless connection by changing the speed and the reading position of voice information provided to a telephone set in accordance with instructions from the user. SOLUTION: A guide section 18 provides a voice guide menu to urge operation input by the user to the telephone set T connected through a public line N in an automatic voice response system. A determination section 17 determines the instructions inputted from the telephone set T in accordance with the voice guide menu. In the voice information to be provided to the telephone set T by reading the voice information from a response data memory 12 and voice-converting the voice information by a voice converter section 13, the reading speed is changed by the control of a speed control section 14 and the reading position is made to be skipped by the control of a position control section 15 in accordance with the determination result.
