PROBLEM TO BE SOLVED: To adjust damping forces of an extending side and a contraction side of a shock absorber from outside. SOLUTION: The inside of a tube 2 is divided into a reservoir chamber 4 and an oil chamber 5 interposing a free piston 3 therebetween. A piston 14 is disposed to divide the oil chamber 5 into an upper oil chamber 5a and a lower oil chamber 5b, at least two communicating holes 18, 19 are formed in the piston 14 to make the upper oil chamber communicate with the lower oil chamber. Valve plates 21, 23 are disposed to limit an oil amount flowing into the communicating holes 18, 19. A rod 8, a sleeve 10, a pushing plate 28, a nut 31, a receiver 35, and a pushing plate 36 are provided as a setting force adjusting means for adjusting setting force of the valve plates 21, 32 from outside.
