PROBLEM TO BE SOLVED: To provide a decorative plate which keeps non-combustible performance and is excellent in interlayer strength. SOLUTION: A prepreg impregnated with slurry comprising an organic component and an inorganic filler and a resin-impregnated decorative paper sheet in which original paper for the decorative plate is impregnated with a resin liquid containing a thermosetting resin as a main component and dried are laminated on a pre-impregnated substrate in which an inorganic fiber substrate is impregnated in advance with an organic component, and the laminate is hot press-molded. A phenol resin, an amino-formaldehyde resin, a urethane resin, etc., can be used as the organic component. A pre-impregnation rate (%) is made 2-100% by a calculation method shown by formula 1: pre-impregnation rate(%)=[(weight of pre-impregnated substrate-weight of inorganic fiber substrate)/weight of inorganic fiber substrate]×100.
