<p><P>PROBLEM TO BE SOLVED: To transfer a packet traffic to a user network which is multi-home-connected by efficiently using a plurality of links. <P>SOLUTION: Upon receiving a packet addressed to the user network (including P(X) in a destination), a distribution router (DR) provided in the Internet selects a route arriving at a border router (UR) of a user network through any one of connections (links A, B) provided to the user network by networks (ISP-A, B) of each of providers, and transfers the received packet to the selected route.
