<p><P>PROBLEM TO BE SOLVED: To obtain a picture encoding device for efficiently realizing two-path encoding processing without increasing hardware (resources for encoding). <P>SOLUTION: An encoding parameter obtained by first encoding processing is transferred from signal processing parts 403 to 406 through an encoding control part 407 to a parameter input/output part 408, which stores the encoding parameter into an external DRAM 411 via an SDRAM interface part 410.
