PROBLEM TO BE SOLVED: To prevent crushing of a character image, in addition, coiling of a material to be fixed around a heating rotator and furthermore, peeling of a conductive layer of the heating rotator, etc. SOLUTION: This fixing device is provided with a fixing means for fixing a toner image 4a by passing paper 4 having the toner image 4a between a heating roller 1 and a pressure roller 2 to be pressed and at least one of the heating and pressure rollers 1, 2 is constituted by providing a foamed elastic layer 14 of which the rubber hardness is 20 to 50 and a conductive layer 15 formed on the front side of the foamed elastic layer 14.
