PURPOSE: An apparatus and a method are provided to achieve improved light conversion efficiency by providing oxygen and discharge gas in a discharge tube and allowing for a complete combustion. CONSTITUTION: An apparatus comprises a first electrode unit(25a) and a second electrode unit(25b) having hollow cathode shapes; an air evacuation pipe(27) for communicating a vacuum unit(40) and a space(28) formed in the second electrode unit; an O-ring(11) interposed between a glass tube(2) and electrode units; a push rod(12) for pressing the O-ring such that the O-ring is supported on the stepped inner surfaces of the electrode units; a push rod cap(13) for supporting the push rod, and which is screw coupled to the outer surfaces of the electrode units; and a cooling unit for cooling the electrode units. The first electrode unit has a shape same as the shape of the second electrode unit. The first electrode unit has an inject pipe(30) having a configuration same as the configuration of the air evacuation pipe. The inject pipe is seal coupled with a gas conduit(70) for providing oxygen, discharge gas, or mixture gas.
