PROBLEM TO BE SOLVED: To provide a cold sense agent composition imparting a sufficient refrigerant feeling without an irritant feeling over a long period and a cold sense cosmetic using the cold sense agent composition. SOLUTION: The cold sense agent composition is characterized as formulating 100 pts. of menthol with 1-30 pts. of isopulegol, 0.1-10 pts. of camphor, 1-30 pts. of monoglycol salicylate and 10-200 pts. of a skin penetrant. For further detail, the skin penetrant is one or more kinds of substances selected from diisopropyl adipate, diisopropyl sebacate and diethyl sebacate.
