SOLUTION: When nano metal wires 7 are formed by secondary electrolysis to project through the micropores of a film surface 5, the nano wires metal 7 are partially formed into island structures 16 (A). The tips of the other nano metal wires 7 are polished away rotating the surface of the contactless proximity electrostatic charging roller 2 with buff polishing cloth 17 not using a polishing agent so as to reduce the strong deformation of the tips of the other nano metal wires 7 with an electrodeposition metal of the island structures 16. Next, the contactless proximity electrostatic charging roller 2 is rotated and polished by using a polishing film 18 of an abrasive grain mesh No. of 4,000 to 15,000. The planarized electron radiation surface structures 19 of the nano metal wires 7 having the independent tip shapes on the surface of the porous anodized film are obtained in a nano size.
