PROBLEM TO BE SOLVED: To provide a small and inexpensive optical communication module whose reliability is high. SOLUTION: The optical communication module includes a substrate 1 which has a through hole 2 through which an optical fiber can be inserted and can be taken out, a translucent resin film 6 which is arranged at one side of the substrate 1 and covers the through hole 2, a conductor film 7 which is patterned on the translucent resin film 6 and an optical element 3 which is connected to the conductor film 7 and is positioned on the basis of the through hole 2 and installed on the through hole 2 so as to be able to perform the transmission or the reception of light through the hole 2 and which is sealed with sealing material as necessary.
