PROBLEM TO BE SOLVED: To detect fouling of a window cover by simple constitution. SOLUTION: A laser beam is emitted from a radar part 16 to be reflected by a road face R, an area of a reflection waveform observed therein in the radar part 16 is calculated as an actual reflection waveform area, a waveform of the reflected beam from the road face when the fouling is not deposited on the projection window cover of the radar part 16 is estimated thereafter, and an ideal reflection waveform area of the estimated waveform is estimated in addition thereto. The deposition of the fouling on the projection window cover is detected when a value of the actual reflection waveform area exceeds a value of the ideal reflection waveform area by a prescribed value.
