PROBLEM TO BE SOLVED: To provide a soft ground improving device which improves the soft ground by making a curing agent permeate uniformly into the soft ground in such a manner that cement jetted through an injection rod inserted into the ground is jetted under high pressure by an air injection force. SOLUTION: In this soft ground improving device, a bit is mounted at the lower end of the injection rod wherein an air circulation part is formed by arranging an external casing outside an injection pipe into which a fluid is injected. The soft ground improving device comprises at least one injection holder which is mounted in the prescribed area of the upper part of the external casing of the injection rod in a mutually displaced manner and which brings about downward oblique injection, and the bit which is mounted at the lower end of the injection rod, whose inclined injection nozzle is built in an injection hole penetrating obliquely downward and wherein a cutting water nozzle is provided in a central lower part.
