PROBLEM TO BE SOLVED: To decide priority corresponding to a subjective evaluation in smooth steps. SOLUTION: A digital signal packet output method comprises steps for: obtaining absolute power X1, previous frame power ratio X2, and the maximum value of an autocorrelation function X3 for a digital signal with respect to each frame; obtaining a characteristic value y by applying linear connection to the X1, X2 and, X3; quantizing the characteristic value y for use as the ordering of priority p; combining the ordering of priority and the coded code of the corresponding frame as a set for packet formation. Coefficients,α1,α2 andα3 of the linear connection are decided by considering an influence on the subject evaluation applied to a reproduction signal when the frame disappears.
