A transport and storage vessel for liquids comprises a parallel lower framework made of electrically conducting metal or plastic, an interchangeable inner container (2) on top and a metallic outer mantle. The outer cylindrical end (11a) of the outlet point (11) has an electrically conducting layer (24). The vessel has an electrically conducting inner layer (25) and a filling chamber (26). The inner and outer layers consist of polyethylene.
