Disclosed is a sealed alkaline storage battery having an inside-out structure comprising a positive electrode active material comprising a mixture of nickel oxyhydroxide and (1) at least one rare earth element and/or (2) at least one compound comprising a rare earth element, and a negative electrode active material forming a zinc electrode, the positive electrode active material and the negative electrode active material being packed in total in a battery can at 75% by volume or more of a content volume of the battery can, the at least one rare earth element and rare earth element of the compound comprising a rare earth element being selected from the group consisting of Sc, La, Ce, Pr, Nd, Pm, Sm, Eu, Gd, Tb, Dy, Ho, Er, Tm, Yb, and Lu and being present in a ratio to the nickel oxyhydroxide of 0.05 through 5 wt%, wherein the nickel oxyhydroxide has a valence of nickel of 3.0 through 3.8 before first discharge and is obtained by oxidizing nickel hydroxide, and wherein the positive electrode is obtained by mixing the nickel oxyhydroxide having a valence of nickel of 3.0 through 3.8 before first discharge with at least one rare earth element and/or at least one compound comprising a rare earth element.
