PROBLEM TO BE SOLVED: To provide a remote monitoring controller which controls electric equipment in a home from outside the home, transmits an abnormality in the home to the outside, and sets an operation or an operation mode from outside the home. SOLUTION: The remote monitoring controller 1 has a line interface 13 connected to a telephone line L; and a function chip 15 which performs the control of call/incoming call, the voice synthesis of a voice signal to be outputted to the telephone line L, the conversion of a received tone signal into codes, and the like, as external communication means. A controller 16, on the basis of a remote control signal received via the telephone line L, makes an infrared ray transmission part 17 transmit a command by infrared ray signals to control the electric equipment in the home, and makes the function chip 15 perform operation for notifying to a notification destination outside the home when a sensor 18 detects a suspicious individual.
