PROBLEM TO BE SOLVED: To detect an emergency state occurring in a house of a user, notifying the emergency state to the user outside the house, and automatically notifying an emergency contact address within an area wherein the house is located on the basis of an instruction from the user. SOLUTION: The emergency information notifying system has a telephone 8 used by the user outside the house, and the telephone relay device 10 installed in the house 1 of the user, detecting the emergency state in the house, notifying the emergency state to the telephone 8 outside the house, and connecting to a telephone installed in the house or a telephone of a fire department 50 having territory in charge having the house 1 which is the emergency contact address in response to the instruction from the outside.
