PROBLEM TO BE SOLVED: To provide a binder for a mat which can increase mat strength even in the case the basis weight is low, is excellent in penetration of styrene into a mat, and also applicable to a mat using a resin for FRP having a low content of a monomer such as styrene, and to provide a mat obtained by using the same. SOLUTION: The binder for a mat comprises an unsaturated polyester obtained by polycondensation of (A) an acid component containing at least one selected from anα,β-olefinically unsaturated dicarboxylic acid, an anhydride thereof, and a lower (1-3C) alkyl ester thereof, and (B) an alcohol component containing a bisphenol A-propylene oxide adduct having an average molar number of propylene oxide added of 2-4 moles as a dihydric alcohol. Wherein the unsaturated polyester has a number-average molecular weight of 4,000-6,000 and a peak-top molecular weight of 10,000-20,000.
