PROBLEM TO BE SOLVED: To provide a cement composition, especially a setting retarder which will not impair the development of the excellent initial strength of an extra quick hardening cement concrete and capable of securing desired workability, and a hydraulic composition using the setting retarder. SOLUTION: This setting retarder comprises at least two different setting retarding components, preferably comprises two different kinds of oxycarboxylic acid compound comprising gluconic acid or its salts, and citric acid or its salts.
