PROBLEM TO BE SOLVED: To drastically shorten a photographing period of time especially in an image pickup device and method by which a plurality of users perform enlargement and reduction for a desired image area while maintaining fine image quality. SOLUTION: By picking up the image of a photographing range while successively changing a photographing direction at two or more different photographing viewing angles, the entire image composed of a plurality of unit images is generated at a prescribed time interval, and they are hierarchized for each photographing viewing angle and recorded in a recording medium. Also, the luminance components of the two entire images generated at the points of time different from each other and recorded in the recording medium are compared, and on the basis of that, the unit image to be picked up is selected from the unit images of the small photographing viewing angle and the unit image including the image area specified by the user is selected as the unit image to be picked up.
