PROBLEM TO BE SOLVED: To provide a permanent magnet type rotary electric machine with which obtains a high output and stable high rotation is obtainable without a welding fault and thermal demagnetization of a permanent magnet at rotor manufacturing time, and to provide a method of manufacturing the same. SOLUTION: The permanent magnet type rotary electric machine includes a stator 1 constituted by winding an armature coil on an armature core, and a rotor 5 internally mounted rotatably in the axial bore of this stator 1. The rotor 5 has a shaft 9 supported to bearings 7, a plurality of retaining rings 13 provided along the axial direction of the shaft 9, covering the peripheral surface of the shaft 9, coupled to each other by welding and coupled at the ends to the shaft by welding, and a plurality of permanent magnets 11 fixed to the inner peripheral surface of the retaining rings 13 for a field. This permanent magnet type rotary electric machine, is constituted so that gas vent holes 36 for communicating with the exterior through the inside spaces of the retaining rings each other, the retaining rings and the welded coupled parts 23, 24 of the shaft are provided at the shaft 9.
