PROBLEM TO BE SOLVED: To facilitate the handling of a small carriage by enabling the small carriage to be lifted off the plane of installation and to be moved in the direction of a right angle to the traveling wheels. SOLUTION: The small carriage 1 is floated by fitting levers 3 in the direction of a right angle to the traveling wheels of the small carriage and turning the same with setting pins 5 as the center, whereby the binding force of electromagnets to the ground is weakened so that the fine control of the position of the small carriage 1 can be made easy by lifting the small carriage 1 off the plane of installation and moving the same. The manual fine control of the position of the small carriage 1 is also enabled by fitting small rollers 6 to the ground contacting ends of the levers 3. Further, the small carriage 1 is enabled to stand still at a position where the ground contacting ends of the levers 3 do not come into contact with the ground by means of springs 7 so that the small carriage 1 can be restored automatically to the state of being bound to the plane of installation by releasing an operator's hand from the handle 4 while the small carriage 1 is lifted by the levers 3.
