PROBLEM TO BE SOLVED: To provide a method for designing a semiconductor circuit, which enables efficient wiring while preventing the antenna effect, and to provide a semiconductor integrated circuit applying the method. SOLUTION: Out of two adjacent circuit blocks 1_1 and 1_4, in the circuit block 1_1 where a diode cell 1_10 is located, a block pin 1_5 in a hierarchy, which is connected to all wiring patterns bridging the circuit blocks 1_1 and 1_4, is preferentially subjected to wiring so as to locate at the same level as a highest wiring layer 1_13.
