PROBLEM TO BE SOLVED: To provide an image processing apparatus or the like for obtaining output dots with high image quality without causing worms, delay in dot production and distortion of data on the outside region that are problems of the error diffusion method, making output data correspond to image data distribution when quantizing image data of pixels, and obtaining a visually pleasant print output even from pixels including many black components by enhancing the dispersion performance of white dots. SOLUTION: The image processing apparatus is provided with a white density conversion means for converting a gradation image data value into white density in response to the gradation image data value of a received pixel; a pixel group generating means for selecting pixels and generating a pixel group until the total sum of the gradation image data values of respective pixels converted into the white density reaches a threshold or over; a pixel group center of gravity decision means for deciding the center of gravity position of the pixel group generated by the pixel group generating means; and a quantization image data imparting means for imparting quantization image data to the pixel located at the gravity center decided by the pixel group gravity center decision means.
