PROBLEM TO BE SOLVED: To provide a high strength steel having the excellent base material strength of≥1,000 MPa and also having the rotary bending fatigue strength of≥800 MPa. SOLUTION: The high strength steel has a composition containing, by mass, 0.3 to 0.8% C, 0.01 to 0.9% Si, 0.01 to 2.0% Mn and 0.05 to 0.6% Mo, and the balance Fe with inevitable impurities. The base material has a structure consisting of ferrite and cementite with particle diameters of≤7μm or consisting of ferrite, cementite and pearlite with particle diameters of≤7μm, and also, the surface layer part after nitriding treatment has a fine structure of ferrite with particle diameters of≤10μm.
