PROBLEM TO BE SOLVED: To obtain a coating material composition with which overlay coating can be done without damaging an old coating film or an underlay coating film and a coating film with a high hardness can be formed, and to obtain a coating material. SOLUTION: The coating material composition and the coating material contain a mixture solvent (A) comprising at least one solvent (a1) selected from the group consisting of paraffin hydrocarbons and naphthene hydrocarbons and at least one solvent (a2) selected from the group consisting of≥9C aromatic hydrocarbons, and a fluorine-containing copolymer (B) which contains hydroxy groups and is insoluble in the solvent (a1) and soluble or dispersible in the mixture solvent(A).
