PROBLEM TO BE SOLVED: To obtain a hair-treating agent having a reduced gas-generation rate from a mixed liquid containing an alkali agent and hydrogen peroxide stored in a semiclosed container, and maintaining a long time before the deformation and rupture of the container, the outflow of the mixed liquid, or the like. SOLUTION: This hair-treating agent contains (A) the alkali agent, (B) the hydrogen peroxide, (C) water and (D) 1-hydroxyethane-1,1-diphosphonic acid or a salt thereof.
