PROBLEM TO BE SOLVED: To estimate the real world by a learning considering OLPF. SOLUTION: A prediction tap extraction part 5245 extracts a prediction tap corresponding to an intended pixel from class taps of an input image of SD, and outputs it to a pixel value computing part 5246. THe pixel value computing part 5246 reads a coefficient corresponding to the prediction tap from the pixel value of the inputted prediction tap and a coefficient memory storing a coefficient generated by a learning processing using a teacher image and a student image which preliminarily consider the influence by OLPF, and generates and outputs the pixel value of the intended pixel from the prediction tap and the coefficient.
