PROBLEM TO BE SOLVED: To provide a shock absorbing floor mat producing no level difference with a floor surface and easily identified by the visually-impaired person. SOLUTION: This mat comprises an elastic mat 2 formed of a sheet-shaped cushion material and a support mat 1 storing the elastic mat 2 and laid on the floor surface. The support mat 1 is provided with a recessed storage part 3 for storing the elastic mat 2 in its surface or a rear surface and an edge part 4 obliquely descending to the floor surface in the circumferential edge of the surface. The support mat 1 is provided with the storage part 3 on its surface to store the elastic mat 2 in the storage part 3, a surface sheet 8 is fixedly stuck to the cushion material surface of the elastic mat and the both side ends of the surface sheet 8 are projected from the both side ends of the cushion material 7 to form lug parts 6. The support mat 1 is formed with step parts 6 corresponding to the thickness and the width of the lug parts 9 on the both side ends of the storage part 3 and the lug parts 9 are stuck and fixed to the step parts 6.
