<P>PROBLEM TO BE SOLVED: To provide an electrode having both electron conductivity and ion conductivity. <P>SOLUTION: The electrode comprises a mixed conductive carbon having an ion dissociating group on the surface of the carbon material, having electron conductivity and ion conductivity. The group, having ion dissociating property in addition to the original ion conductive property, can be introduced in high density with continuity, by using a platelet-shaped or herring-bone-shaped carbon fiber as the carbon material.
