PROBLEM TO BE SOLVED: To prevent exposure of a contact with a simple structure and, at the time of usage, to expose the contact in smooth operation. SOLUTION: This charger includes a contact cover 60 which consists of an accommodation portion 61, an arm 62, and a shaft 63 of which the shaft portion 63 is rotatably journaled to a bearing 35 provided on an inner surface side of a case (an upper case) 30, and which is formed by protruding the accommodation portion 61 to the outside through an opening 34 provided at the case 30, and a torsion coil spring 80 in which a coil portion 82 is wound around the shaft portion 63 and which rotates and supports the contact cover 60 in such a direction that the accommodation portion 61 is protruded to the outside. A contact 70 is made to have a torsion coil spring structure, and a contact 72 on one end side is accommodated in the accommodation portion 61.
