PROBLEM TO BE SOLVED: To provide a heating device and a fixing device using an electromagnetic induction capable of making a heating member uniformly generate heat without unevenness by an exciting coil. SOLUTION: The heating device using the electromagnetic induction includes an induction heating means 180 oppositely arranged to a heating member 130, making the heating member 130 generate heat by the electromagnetic induction, and the heating means 180 includes an exciting coil 220 to generate a magnetic field and a coil guide member 190 around which the coil 220 is wound. The exciting coil 220 is wound a plurality of times around a periphery surface of the coil guide 190 so as to form a first layer, and a second layer is wound outside the first layer of the guide member 190 to format least two layers, and the winding start of the second layer and succeeding layer is started from the vicinity of the winding start part of the first layer.
