PROBLEM TO BE SOLVED: To provide a sheet heater that is thin, highly flexible, easy to manufacture, and uniform in heat distribution. SOLUTION: The sheet heater comprises: a heater element 2 made of a patterned conductor film and laminated with heat-resistant insulating films 1 and 7; and a heat uniformizing film 8 made of a film of good thermal conductivity and formed over the surface of at least one of the insulating films 1 and 7. The sheet heater is manufactured through the steps of: forming the patterned heater element 2 on the insulating film 1; forming the other heat-resistant insulating film 7 on the heater element 2 to laminate the heater element 2; and forming the heat uniforming film 8 made of the film of good thermal conduction uniformly over the surface of at least one of the insulating films 1 and 7.
