PROBLEM TO BE SOLVED: To provide an improved constitution for content use propriety deciding processing based on content use condition information.

SOLUTION: In the content use propriety deciding processing in a user device, processing is performed which collates a property selection list as the content use condition information with a property list of user device attribute information. According to processing for deciding whether or not data corresponding to property definition data in the property selection list exist in the property list and processing sequence for determining a next execution step on the basis of a processing setting code accompanying the property definition data, the content use propriety deciding processing is performed. By this constitution, even if the addition of new property definition data arises, the user device can accurately decide the propriety of content use only by executing collation with the property list and processing based on the processing setting code.
