PROBLEM TO BE SOLVED: To provide a liquid crystal element having no luminance unevenness and high scattering properties and to provide its manufacturing method. SOLUTION: In the liquid crystal element having a light controlling layer containing a liquid crystal material and a polymer gelatinizer (organosiloxane having at least one hydrogen bondable part) between a pair of substrates provided with electrodes, the light controlling layer has light scattering properties to visible light and at least one substrate of a pair of the substrates is subjected to alignment treatment.
