PROBLEM TO BE SOLVED: To provide a composite steel pipe for heat exchangers which is useful as a tube coil constituting a heat exchanger in a plant for producing a syngas, i.e., a mixed gas of CO and H<SB>2</SB>, by the partial oxidation of a methane gas and excellent in heat resistance, metal dust resistance, and caulking resistance. SOLUTION: The composite steel pipe for heat exchangers uses as a base material a steel pipe made of an Fe-based, carbon steel or alloy steel for a boiler/heat exchanger and has on its inside surface a clad layer of a Cr-Ni-based alloy or a Cr-Ni-Mo-based alloy having an alloy composition containing 36-50% Cr, 35-63% Ni, and 0-5% Mo and formed by plasma powder welding.
