PROBLEM TO BE SOLVED: To provide a compact-sized internal combustion engine control system for a vehicle, driving an auxiliary machine by a starter motor during the stop of an internal combustion engine, and efficiently regenerating energy during the operation of the internal combustion engine. SOLUTION: In this system for a vehicle, when the internal combustion engine is started, the output of the starter motor also used as a power generator is transmitted to an input/output pulley of the engine by an endless transmission belt, during the operation of the engine, the output of the engine is transmitted to the auxiliary machine by the endless transmission belt, and in the case of designated stop of the engine, the output of the starter motor is transmitted to the auxiliary machine to the endless transmission belt. This system includes a transmission mechanism 41 adapted to transmit the rotation of the starter motor to the engine at a first larger change gear ratio at the start of the internal combustion engine, use the rotation of the starter motor as a power generator during the operation of the engine and transmit the rotation of the engine to the starter motor at a second smaller change gear ratio.
