<P>PROBLEM TO BE SOLVED: To provide a treatment system capable of being effectively utilized for making domestic garbage, animal and plants wastes or organic sludge produced in a food plant into fodder or fertilizer, or animal waste into compost. <P>SOLUTION: The garbage without including miscellaneous materials is charged into a receiving hopper 1, a plastic bag is broken by a bag breaker 2, a lump like material such as vegetable, fruit or fish is crushed by a crusher 3, and metals are removed by a magnetic separator 4. They are measured by a scale 5, sent to a vacuum fermentation/drying apparatus 6, and fermented and dried. These treated materials are conveyed to a sorter 8 through a conveyer 7, then foreign matters such as the plastic bag, plastics or other materials, which are not completely removed before the raw material is charged into the vacuum fermentation/drying apparatus A are rmoved. Then the treated materils are comminuted by a comminutor 9 and bagged by a bagging machine 10.
