PROBLEM TO BE SOLVED: To provide a shaft boring machine, which has a simple constitution and a shaft can be sunk easily even on a soft rock ground and a hard rock ground and the length of a casing can further be adjusted at a construction site, and to provide a shaft-sinking construction method by the shaft boring machine. SOLUTION: The shaft boring machine is composed of a pedestal 2 installed on the surface 91 of the ground 9, the casing 3, which is formed in a hollow cylindrical body and made approximately perpendicular to the surface 91 of the ground 9 and in which a front end is held to the pedestal 2 vertically movably from the upper section of a sinking place to a lower section, a sinking device 4 constituted of a supporting seat 41 with a through-hole detachably fixed at the front end, a sinking machine 42 with the through-hole rotatably supported to the lower section of the seat 41 and a rotating means 43 rotating the machine 42, a pipe jacking device 5 pipe-jacking the casing 3 into the ground 9 and a water-supply system 61 supplying the inside of the casing 3 with water and a slurry discharging device 62.
