PROBLEM TO BE SOLVED: To perform devises for making the surface of a magnesium rod which is eroded to have irregularity when immersed in the water nice to look at and for increasing the elution amount of magnesium ions in a magnesium metal rod used by being immersed in the water for the purpose of producing reducing water. SOLUTION: The devises include: covering the dirty and rough magnesium rod so as not to be seen directly by loading the magnesium rod 2 in the metal cylindrical tube 1 such as a copper tube which is nice to look at, brass tube or the copper tube coated with gold, silver or platinum plating, or by fixing the magnesium rod having an internal diameter smaller than the cylindrical tube inside the cylindrical tube with screws, and increasing the elution amount of magnesium ions using the electromotive force generated between the metal tube and magnesium.
