<P>PROBLEM TO BE SOLVED: To provide, at low cost, a steel sheet for an air preheater element capable of demonstrating corrosion resistance equivalent or superior to that of known steel in an acid dew-point corrosive environment, and a method for manufacturing the same. <P>SOLUTION: The sulfuric acid dew-point corrosion-resistant cold-rolled steel sheet for a heat transfer element of an air preheater contains, by mass, ≤ 0.1500% C, 0.1 to 2.0% Si, ≤ 1.0% Mn, ≤ 0.05% P, ≤ 0.05% S, 0.05 to 1.0% Cu, ≤ 0.10% Al and ≤ 0.020% N, and the balance Fe with accompanying components and/or inevitable impurities.
