PROBLEM TO BE SOLVED: To provide an air blowing and dust collecting device and method that can attain downsizing and a simple structure, and ensure collecting blown dust. SOLUTION: An air blowing means 11 above a cleaning object 1 blows air downward to scatter dust from the cleaning object 1. A wind blowing means 12 forms an air curtain 3. The air curtain 3 covers the cleaning object 1 leaving some distance and a dust-scattered space by the air blowing means 11. The air curtain 3 formed by the wind blowing means 12 blows against a windbreaking surface 13a of a windbreaking plate 13. The windbreaking surface 13a has a width wider than the air curtain 3. A liquid flowing-down means 14 is equipped with a water injector 14a installed at the top of the windbreaking surface 13a, a container 14b installed at the bottom of the windbreaking surface 13a to receive the liquid 4 flowing down on the windbreaking surface 13a and a pump 14c to supply the liquid in the container 14b to the water injector 14a.
