PROBLEM TO BE SOLVED: To provide a multilayer network operation support system which integratedly manages networks 28 to 30 of respective layers in a multilayer network, needs no operation support system even when a new network is added and collectively opens service paths, and also to provide a service path opening method and a processing program, a service monitoring method and a processing program, and a recording medium recorded with the processing programs. SOLUTION: This operation support system comprises: a scenario functioning part 4 for generating a scenario that describes performance procedures and translating the scenario to an performance instruction; and a network management functioning part 5 which performs a network management function according to the performance instruction and is provided in a freely changeable manner in accordance with the network configuration of each layer.
