PROBLEM TO BE SOLVED: To provide a tracking type cooperative monitoring system which specifys a plurality of invaders and transmits a picture involving the invaders at high quality. SOLUTION: The tracking type cooperative monitoring system has cameras 1-1 to 1-n connected through a plurality of networks 3 and connected to a monitoring center 5 through a communication line 7. The camera 1 comprises an imaging means, a means for communicating among the plurality of cameras connected to the networks or with the monitoring center, a function for acquiring moving body information from image information, a function for controlling the operation of the cameras using the moving body information, a function for controlling the image information transfer quantity according to the connecting conditions of the plurality of cameras, and a function for controlling the imaging information quantity based on the control by the image information quantity control function. One camera having detected an invader 9 sends moving body information d1 to another camera at an expected destination of the moving invader 9, and it increases the transfer quantity of image information d2 of these cameras more than those of other cameras to send a high quality picture to the monitoring center 5.
