Upper limit temperature (55°C) of hot water capable of cooling cooling water by heat exchange heat in an exhaust heat heat exchanger 22 supplied with the cooling water of the gas engine 1 as a heat source is used as reference temperature. Effective predicting heat quantity capable of accumulating heat up to the reference temperature is arithmetically operated on the basis of detecting hot water temperature information and capacity information of respective layers of A1 to A5.
